when the wind blowsacross the earth if it hits a mountain the wind has to flow over it as moving air rises over the high altitude mountain < it gets really cold and realeses some water vapor to form

a cloud . many mountains are constantly covered with clouds because of this

Actually, this is known as a cap cloud, and is indicative of severe turbulence.
